Typically, you will want to go by the rating for the wheel when torquing down lug nuts if it is specified and/or lower than what the lug nut is rated for. For the wheel included with the tire and wheel combo # AM30820, the specs for the wheel indicate that the lug nuts should be torqued to 50 to 75 foot pounds.

You should re-torque them at 10 miles, 25 miles, and 50 miles, and then periodically after that.
