I re-measured the lugs and my original 4.25” was wrong and your 4.5” is right. So what do you guys have for an economy minded customer (aka cheap bastard) for galvy wheels with 5 lug at 4.5” spacing to have a good ST175/80-13 tire. It’ll go to a trailer hauling a 30 year old Tracker boat so it doesn’t need to be all that pretty. Heck, previous take offs would do. I’m not that vain. Thanks.

It would be odd for the 4-1/4 inch measurement to be accurate. I've attached an article on measuring bolt pattern for you to confirm your bolt pattern before ordering. If you do end up with the same measurements, you may want to consider changing out your hubs as that isn't a standard size.
Based on your wheel size, I believe you will have a 5 on 4-1/2 inch bolt pattern and recommend the Provider ST175/80R13 Radial Tire w/ 13" White Spoke Wheel - LR C Finish # TA43RR. This tire is rated for weights up to 1,360 lbs at 50 psi. It is also rated for speeds up to 81 mph.
The Karrier ST175/80R13 Radial Trailer Tire with 13" Galvanized Wheel # AM31994 has a load range of D and are also a good option but may have too firm a sidewall for your lighter weight boat.
