it says it has a minimum drop of 5" and a maximum rise of 5-1/2". how far apart are the adjustment holes?

The B&W Tow & Stow 2-Ball Mount # BWTS10037C does have a Maximum Drop of 5" and a Maximum Rise of 5-1/2" just as you stated. The ball mount adjusts in 1" increments.
