I have a 2017 F250 Diesel 4X4 . I am looking at a class V hitch. What is the max weight I can pull with my truck? I know the hitch will have a higher towing capacity but what can my truck safely pull?

The towing capacity for a pickup like your 2017 Ford F-250 Diesel 4X4 depends on all of the factory equipment installed, including engine, cab style, transmission and rear differential. You are correct that a hitch may be rated for more or less towing capacity than the truck itself; the lower-rated item always determines overall capacity for the combined system.
The three best places to confirm any vehicle's towing capacity are the owner's manual, the dealership who can look up the VIN and the driver's door jamb sticker which indicates GCWR and GVW ratings. If you take the gross combined weight rating (GCWR) which is the most the truck and trailer together can weigh and from this subtract the gross vehicle weight (GVW) you end up with the maximum trailer weight.
The 2017 F-250 diesel 4x4 with 3.31 differential has a rated towing maximum of 17,600-lbs, according to the Ford online specs.
Both of the 2-1/2-inch Class V hitches made for your truck, TorkLift # TLF1008-30 and Curt # C15802, share a 20K gross trailer weight capacity. This capacity increases with use of a weight-distribution hitch.
