Is the trailer wiring harness included with Curt trailer hitch Item # 13013

Curt trailer hitch # 13013 for your 2004 Toyota Tacoma does not include a trailer wiring harness. They are sold separately because they aren't always needed.
To add a 4-Way flat trailer connector you can use # 118379. This harness plugs in line with the vehicle tail light wiring. I have linked a video showing an example installation for you.
If you want to add a 7-Way connector and a brake controller you would start with installing the 4-Way listed above. Next you can install # ETBC7 to add the 7-Way, retain the 4-Way, and have the wiring and parts needed to install a brake controller. I have included some links that show and explain the ETBC7 installation for you.
For a brake controller I recommend the P2 # 90885 because it's easy to set up and use and it is reliable.
