Question:
Can this draw tite hitch on a 2007 Subaru Forester be used for a cargo carrier specifically to carry a mobilty power chair. Total chair and carrier weight would likely be something less than 200 lbs. I can even go with an aluminum carrier if that would help spendy, but can be done. I realize that I have to buy an adapter from 1.25 to 2 inch. A second question is does anyone make a 2 inch receiver hitch for this vehicle??

To answer the last question first, the only trailer hitches available for a 2007 Subaru Forester are Class II hitches with 1-1/4 inch receivers.
An adapter would reduce the tongue weight capacity of the hitch by 50 percent which would make it 150 pounds on the 36311 hitch.
An option other than a hitch mounted carrier is to tow a small trailer behind the car like # K2MMT5X7. This will allow you to carry the mobility power chair without putting all of the chair's weight on the trailer hitch tongue. You would just need wiring on the vehicle, # 118461, a ball mount, # 36051, pin and clip # PC2, and ball # 19256, in addition to the hitch. I have included a link to the installation instructions for the trailer hitch and wiring for you to view.
