Can Thule GateMate Pro Tailgate Pad be Used with the Tailgate Down on a 2012 Ford F-150

Question:
Can this be used with the tailgate down while underway? Transporting long items in bottom of bed. Want to protect the outside of the tailgate from road debris.

The Thule GateMate Pro Tailgate Pad # TH824PRO will be strapped to the tailgate whether it is up or down so you could have the tailgate down with cargo in the bed while driving and it would be fine.
