On a factory installed controller with a seven pin hookup should the trailer brake terminal have12v when the brake is applied without the trailer connected

Yes, if you test your brake controller output pin on your 7-way for voltage with the brakes applied and the gain set to the max you would see a full 12 volts. You should be able to adjust the gain to get varying voltages.

When I test all of my pins i get 12 volts except on the brake controller output pin. I checked the fuse and it is good. do you have any idea of why i wouldn't get a voltage reading? When connected to my trailer and i squeeze the emergency slide switch all the way without using the brakes the trailer will slow down but not lock up. trying to determine the problem...
