I need to replace the brakes on my 2006 Montana 35foot fifth wheel the tag on the wheel says 023-327-000. I cannot find that exact # anywhere under parts they are 12x2foot 7k. Dexters I believe. was thinking about going never adjustinch what do you recommend

We usually recommend replacing an entire trailer drum brake assembly, rather than individual parts like brake shoes, since the cost is not much more. This gives you a brand new complete brake and avoids the potential for having to tear them down again in the near future to replace another part.
5th wheel trailer axles rated for 7K do use the 12 x 2-inch size of electric drum brake and all such kits are shown on the linked page. For a cost-effective pair of self-adjusting drum brakes you can use kit # AKEBRK-7-SA from Axle Teknology. This is a left- and right-hand pair that uses the 5-bolt mounting bolt pattern.
When you wire in the new brake assemblies you can use either wire for ground or hot since the magnets in the brakes are non-polarized. You can refer to the linked install video for more.
