Are the mounting bolts included with the hitch? I got the wiring harness.

The Curt Trailer Hitch Receiver # 13534 referenced in your question, which is confirmed to fit your 2008 Toyota Highlander, does include the complete mounting hardware kit needed for installation. This is a Class III trailer hitch with a 2 inch receiver opening.
