If the trailer is level.... How much higher or lower should the ball be before the weight of the trailer is put on it ???

That measurement depends on the weight of the trailer and the capacity of the tow vehicle. I've attached an article on choosing the correct ball mount to help, but you really want to make sure that with the weight of the trailer tongue on the ball that the trailer is level and there isn't an excessive amount of squat to the back of the vehicle.

An adjustable ball mount like # BWTS10037B makes adjusting this height really easy so you can make sure you have the correct hitch ball height without needing to trade out parts.

Depending on the weight of the trailer as long as you are within the vehicle tow ratings, you may consider weight distribution systems and/or vehicle suspension enhancements.
