I am looking to replace my old hydraulic surge brakes on my 1993 Jayco , and was wondering if these will fit this trailer. The tire size is 20.5x8.0x10.

I have attached a very helpful article on adding electric drum brakes to a trailer for you to check out.
To determine the correct electric brake assemblies that will fit your 1993 Jayco Trailer, you will need to know the weight capacity of the axle, the bolt pattern of the brake mounting flange, and the physical size of the brake assembly you are replacing.
For example, the Dexter Electric Trailer Brake Kit # 23-26-27 referenced in your question is for 3,500 pound axles, measures 10 inches in diameter x 2-1/4 inches wide and has a 4 bolt mounting flange bolt pattern. Both the left hand and right hand brake assemblies are included in this product.
Other than the brake assemblies themselves, you will also need to install wiring to activate the electric brakes. On the 7-way trailer connector, the blue wire will supply power to the brake assemblies. You will just need to run jumpers from this wire to each brake assembly. You will also need to attach a ground wire from the trailer frame to the magnet on each brake assembly.
If you do not already have a trailer brake controller, I highly recommend the Tekonsha Prodigy P2 # 90885. This is a great proportional controller that will activate your trailer's brakes at the same time and with the same intensity that you apply to them in your tow vehicle.
