Question:
I have a 1996 35 foot 5th wheel RV with 2 6000 lb Dexter Axles and will be replacing all 4 Dexter 2inch x 12inch Electric Brake assemblies. The drums are 8 lug - 12. I would like to replace all 4 assemblies with the Dexter 23-464/465 part numbers which is a 7000 lb rated assembly. My question is: Can I use the Dexter 23-464/465 7000 lbs rated Brake assemblies on these 6000 lb axles. If not, what do you recommend? I will be ordering these assemblies from etrailer as soon as I know for sure what can be used. Your advice is appreciated.

You could use Dexter brakes # 23-464-465 for 7K axles but they will be a little more aggressive than ones specifically for 6K axles.
What I recommend is etrailer brake set # AKEBRK-7-SA because they will work on Dexter axles, they are also self-adjusting, the cost less, and the shoe pad material is actually physically cut to the proper size rather than snapped off of a long sheet like other brakes (which leads to cracks and chips at the edges of the pad material). I have linked a couple of videos for you.
