Do S Hook Safety Chains Require Wire Keepers When Attaching to Vehicle Safety Chain Loops

Question:
When using an s-hook for safety chain attachments, does it require a clasp or other device to hold the chain in place or can it be simply attached to the back of the towing vehicle.

As long as the S of the hook fits over the safety chain loop a wire keeper isn't exactly required. It wouldn't hurt but I've towed hundreds of time with a safety chain setup that had S-hooks without keepers and the chains never disconnected.
