Question:

I am looking for some small tires and rims to go on a trailer. The trailer has a 7k axle and they need to be legal on the road for farm implements.

All of the components that will be installed on a 7K axle should be rated appropriately for that axle capacity. This means the trailer hubs, wheels and tires all should be rated to match the axle capacity. When any one component is rated below the others, then that lowest-rated item (being the weakest link, so to speak) determines the overall capacity of the entire set-up.
