The Lippert shock kit part # LC281281 can be used on trailers with axles above the springs, it will just be a matter of orientating the shock mount so that it doesn't interfere with the axle as the suspension compresses and extends.
If instead you have 2-3/8 inch axles you would want the part # LC281255.
