How high should I adjust the arms of my hitch in a 2017 Ford F-250 super duty king cab with long bed? The arms are on the lowest holes.

The height you want to go with is the setting that allows the fifth wheel hitch to be towed as level as possible.
The correct height for your hitch really depends on your fifth wheel trailer and truck setup. Basically you want your trailer to sit as level as possible so you will need to pick the correct height adjustment of the hitch based on what will give you a level setup for your trailer.
What you will do is park the truck and trailer on level ground. Using the landing gear/jacks on the 5th wheel to make it level, then measure from the ground to the bottom of the pin box skid plate, not the king pin, and record the measurement.
Next measure from the ground to the top of the skid plate on the 5th wheel hitch and record it. Adjust either the height of the 5th wheel head or the king pin on the trailer or both to get the measurements as close to the same as you can.
