You can absolutely flat tow a 2000 Toyota RAV4 as it is a favorite for many until the most recent model years. I'll give you my recommendations for your towing set-up to help.

For baseplates, I recommend the Roadmaster XL Base Plate Kit - Removable Arms, # 1142-3. This baseplate kit has hidden bracket design which improves the aesthetic compared with standard brackets. The visual portions of the brackets can be removed when you aren't towing.

For the tow bar, I recommend the Roadmaster Tracker Tow Bar - 2" Ball - 5,000 lbs, # RM-020. This is a perfect option for the occasional traveler who doesnt' need all the bells and whistles. This is the most popular option for your vehicle, however, if you want more of the perks and the hitch receiver shank, I recommend the Roadmaster Falcon 2 Tow Bar - Motor Home Mount - 2" Hitch - 6,000 lbs, # RM-520, which has a self-aligning design and extra-long telescoping arms to allow better maneuverability and easier towing to name a few perks.

For safety cables, I recommend the RoadMaster 68" Single Hook, Coiled Safety Cables - 6,000 lbs, # RM-643. The coiled design with vinyl coating protects your equipment from scratches and keeps your cables from dragging.

For your supplimental braking, I recommend theBlue Ox Patriot Portable Braking System - Proportional # BLU37TR. This is a wireless braking system that uses 12V power supply and is easily and quickly installed or removed from your vehicle. The unit sits on the floor board of your RAV4 and up against the seat. The articulating arm clamps to your brake pedal and the 12V power is connected. This unit also includes a breakaway device and has a battery backup built in. It is proportional, which means that the brakes in your RAV4 will be functioning with the same amount of force and intensity as you give the brakes in your RV.

For your vehicle wiring, I recommend the Roadmaster Universal Hy-Power Diode Wiring Kit, # RM-154. This wiring will prevent electrical feedback and allow you to use your vehicles wiring without compromising your vehicle's electrical components. This will give you the 4 way connection on your vehicle and the wiring to connect to your RV.
