Can you mount this upside down from the way its shown installed to give an additional 4inch of height from the ground and would that change its rated capacity?

I can only recommend installing Curt hitch # E-100 according to the instructions which show it positioned with the receiver on the bottom. If you want to use a hitch for an accessory and not for towing then there are other options that place the receiver on top such as # S64025 which is rated for 200 pounds or # UF35-946402 rated for 350 pounds.
