Im looking at the Roadmaster 020 tow bar. Also the 1012-1 Roadmaster XL base plate kit. Other ? How do safety chains connect. I have the required connecting loops on the RV hitch. What wiring is required. Any thing else that Im missing.

You are headed in the right direction. The Roadmaster XL Base Plate Kit, item # 1012-1, will fit your 2000 Chevrolet Tracker, as long as you do not have the factory brush guard option on your vehicle. The RoadMaster Tracker Tow Bar, item # RM-020 will work nicely with the 2000 Tracker that should weigh in at less than 4,000 lbs. To connect the Tracker tow bar to the XL base plate kit and be able to remove the base plate draw bars you will also need the Roadmaster Tow Bar Quick Disconnect Kit, item # RM-201.
You will be able to tow your Tracker as is if you have a manual transmission or you have a four wheel drive automatic. If you have a two wheel drive automatic you will need to consult the vehicle owner manual or manufacturer for items needed to tow the vehicle safely.
Safety chains will be needed to connect the base plates to the RV hitch safety cable loops.The RoadMaster 68 inch Single Hook, Coiled Safety Cables - 6,000 lbs, item # RM-643, will work nicely and the coil feature will keep the safety cables off of the ground and safe from damage. There are two short safety cables included with the XL base plate kit that secure the draw bars to the vehicle.
There are two options for wiring your vehicle. If you will be towing infrequently you can use the RoadMaster Standard Magnetic Tow Lights, item # RM-2120. If you will be towing more often you can hardwire the vehicle for towing. Once this is completed the vehicle will be setup for towing all of the time and you will just need to plug a jumper harness between the vehicle and the RV. The Roadmaster Universal Hy-Power Diode Wiring Kit, item # RM-154, would be the item needed and we have a video installation for you to review that will help with the wiring process.
You may also want to consider a rock guard for your towed vehicle, if your RV is not equipped with mud flaps of some type. The Roadmaster Tow Defender Protective Screening, item # RM-4700 would be a good choice.
