Are the PWE3229SC the best chains for Ice and Snow, these are for my 2013 F-150 Raptor.

For ice you want to go with V-bar chains as their design allows the ice to be broken up with the V's bars on the chain links. For that the best option we have is the Titan part # TC3829CAM for yoru tire size of 295/70-17.
You will need to check the owners manual of your vehicle for any tire chain restrictions.
