Is the above part # long enough to clear the bumper on my 2004 Buick Park Avenue, and can this part be used either way up?

My fit guides show that your vehicle uses the Draw-Tite Ball Mount, item # 36061, in the rise position only. You would not be able to use this draw bar in the drop position. The manufacturer of the hitch does safety testing that puts the drawbar and ball in the best position, in case of an accident, and we cannot recommend using a draw bar in a different position or with a different rise or drop. The Draw-Tite Ball Mount, item # 36061, has a 3-1/8 inch rise and measures 9-3/4 inches from the center of the hitch pin hole to the center of the ball mount hole. A ball with a 3/4 inch shank is needed with this draw bar. I would recommend the Hitch Ball with 2 inch Diameter and Short Shank, 3,500 lbs GTW - Chrome, item # 19258, for a trailer with a 2 inch coupler and the Hitch Ball with 1-7/8 inch Diameter and Medium Shank, 2,000 lbs GTW - Chrome, item # 19257, for a trailer with a 1-7/8 inch coupler.
The Curt Ball Mount, # C45519, measures 9-3/4 inches from center of hitch pin hole to center of ball hole, and can be used in either the rise or drop position on the 1-1/4 inch Class II trailer hitches for which it is recommended.
