What is the torque spec on the nuts?

I checked with Roadmaster about the Quiet Hitch # RM-061. First, you would torque both of the first nuts to 23 foot pounds. Then hold those nuts in place with a wrench and torque the jam nuts to 23 foot pounds as well.
