can I use just the cable and breakaway switch or do I need to buy the complete breakaway system?

If all you need is just a replacement breakaway switch then you could just use the part # FA80-00-2060 as it will basically fit any trailer breakaway system on the market.
If you are instead looking to install a breakaway system on a trailer that does not have one currently you will need to install something like the # 20099. I attached an install video for this kit for you to check out as well.
