There likely is some corrosion inside that is causing the ToyLok such as # LC337120 to not retract the cable back inside the case. The great thing about ToyLoks is that they are very secure. So secure that it is difficult to get into them without damaging something. Unless you have the right driver bit for the secure hardware holding the case on, I recommend replacing it.
There are many different models available and I have included a link to them for you. You could also keep the mounting brackets you already have and just get a new ToyLok, # LC337120. The various mounting options are also available by themselves and I have included a link to them as well.
