Can this item be used even if it is not mounted to an object. I would wrap it around a secure object and then thread thru the hole that is on my solar panel case. ToyLok Retractable Cable Lock with Padlock - 15 Cable - Nylon Case Item # LC337120

Yes the ToyLok Retractable Cable Lock with Padlock # LC337120 that you referenced can work like you are wanting it to. You can loop it through something and once you lock the cable it would secure it anything it was threaded through together.
