what is the maximum height difference between rv receiver and the tow vehicle ?

When you're flat towing a vehicle, you want the tow bar to be within 3 inches plus or minus of level. If you're outside that range, you can use a High Low adapter to get you in range. Ideally, you'd be as close to level as possible, but as long as you're within 3 inches one way or the other, you should be fine.
