We have the instructions online for the Tekonsha # 9030 Voyager Proportional Brake Controller, item # 39510, (see link). Installation on your 1994 Ford F-350 pickup will only require a wiring adapter, item # 3035-P, if you have a factory 7-Way tow package at the rear of the vehicle.
If you do not have a factory 7-Way tow package you will need to hard wire the brake controller and trailer connector on your vehicle. Start off with a 4-Way connector, item # 118316, if you do not have one and then use the Brake Controller 7- and 4-Way Installation Kit, item # ETBC7, to complete the installation. We have a FAQ article that details installation of this kit from scratch. You will need a circuit tester, item # PTW2993, to find the brake circuit behind the Brake pedal switch. This wire will have power only when the brake pedal is pressed.
