Yes, you can use a bike rack with the Draw-Tite hitch 24844. The hitch is a Class I, 1-1/4 inch hitch. Class I differs a bit from Class II, though they are both 1-1/4 inch. You will need to make sure that whatever bike rack you choose, it is compatible with a Class I hitch. I have added a link below to all the bike racks we carry that will fit a Class I hitch.
