Can the Swagman XTC Bike Carrier Fold Up for Storage

Does the Swagman fold up flat for storage? Thoughts?

The Swagman XTC bike carrier # S64670 can fold up. The legs can fold up to the center making it easier to store the rack. the center mast can also fold down. I have included a picture that shows how the legs fold up to the middle. I have also linked a video review of this rack for you.
