Are the threads London enough to allow this clamp to be installed on a 1 1/4inch receiver.....If not could it work by placing spacers washers on the protruding threads to allow them to tighten the device?

I have a solution for you, but the # RSCP is designed only to fit 2 inch hitches. Instead you would want the part # RM-061-125 as it will work well on a 1-1/4 inch hitch and is very similar to the # RSCP.
