Can the Curt Stabilization Strap be Used on a Platform Style Kuat Bike Carrier

Kuat bike racks do not have an upright bar...the bikes sit in two low trays on the model I have. Would the stabilizing straps still be necessary in this set up as the total weight of the rack and the bikes are well under the 200 lb tongue weight?

The Kuat NV, # NV12G as an example, and the Sherpa, # SH12B as examples, are platform style carriers that hold the bikes at the wheels and would not be the best bike racks when using stabilization strap # 18050 with a Curt trailer hitch # C11471 on your 2009 Hyundai Elantra.
Curt does not provide instructions on how you would attach the strap to this type of bike rack so you would basically need to attach it anywhere that you could.
The other option is to use Draw-Tite trailer hitch # 24844 which does not require the use of a stabilization strap.
