What is does the letter mean that is after the size eg 195/60 R?

The letter R means that the tire has a radial construction.
The tire/wheel combo you referenced, part # AM30100 is an 8 inch bias-ply tire with a load range B on a steel wheel that has a 5 on 4-1/2 wheel bolt pattern. The maximum load on this tire is 715 lbs at 50 psi.
