How do I install this to my utility trailer? The wheels are 31 wide.

If your tires are 31 inches in diameter then the CE Smith trailer fender # CE17960ATB would be too small since it is 28 inches long. For a 32 inch long model we have # CE17100ATB. That would be a very tight fit.
Attaching one of these fenders to a trailer is going to be different on every trailer. Some people use the appropriate hardware directly through the fender to the trailer frame or body. Others need to use brackets such as # CE26061G-2 to attach to the trailer. Hardware is not provided since different materials require different hardware.
