I reached out to my contact at Curt and they have run into this issue before. The stud pictured is a grounding stud that is not used and is not always in the way, it seems Dodge did not put it in the exact same location on each vehicle.
He mentioned that you can cut off the stud without any issues and will then be able to mount the Curt Trailer Hitch Receiver # C13207 on your 2019 Ram ProMaster 2500 without issues.

Since your roof extends up you'll want to go with a wall mount awning like the Thule HideAway Awning # TH490011 to avoid any interference. This will come with carriage bolts and brackets to secure it to the wall of the vehicle. I am at a loss why Draw-Tite # 75882 classified theirs as a class 4, it can handle the same weight as the Curt # C13207. The most concealed hitch would be the Curt # C13295, but it has the lowest towing weight so I am crossing that one off the list. I would go with the Curt # C13207. I spoke with Thule regarding the glue alternatives for installing the Thule Elite Van XT, part # TH302013, on a 2018 Ram ProMaster 2500.
In order to mount this without glue, you will need to use bolts to keep this mounted on your ProMaster. That would require drilling into the door.
As for being able to remove the rails after applying glue, you will not be able to do this. This is a permanent mount that relies on its ability to stay one to support the bikes. view full answer...

I like where you were going with mounting the Thule SnowPack # TH7326B on the Thule Elite Van XT # TH302043. I went to the warehouse and verified that the T-Bolts that come with the SnowPack will indeed fit in the tracks that are used for the Elite Van XT. You might be able to mount the SnowPack on the vertical bars of the rack using the strap system but I'd be afraid that your skis/boards might be hanging out further than your van.
