When you're flat towing a vehicle, you want the tow bar to be within 3 inches plus or minus of level. If you're outside that range, you can use a High Low adapter to get you in range. Ideally, you'd be as close to level as possible, but as long as you're within 3 inches one way or the other, you should be fine.

I took a look at the online owner's manual for the 2013 Mini Clubman and it does state that the manual transmission model can be flat towed with all 4 wheels on the ground. I do recommend verifying this information in your copy of the owner's manual, as it's possible you have a different model.

The only tire chains I recommend using for the 225/40R18 tires on your 2016 Mini Clubman are the Konig K-Summit Tire Chains # th02230k23 because they use a unique design that installs to your tire via the lug nut and then the chain only sits on the tread of your tire so you won't have any chain on the inner sidewall of your tires.

We do not have a fit from any of our manufacturers for baseplates confirmed to fit your 2009 Mini Clubman John Cooper Works model. They haven't had any to test fit, so with the knowledge that it has a longer wheel base and thus changes made to the frame they can't confirm a fit without testing.
