Yes, it can. The Aluminum Modular Trailer Wheel item # LHJM513 is a 16" x 7" Rim with an 8 on 6-1/2 lug pattern. It has a 3,750 lbs capacity per wheel and a pilot hole size of 4.88". So as long as your trailer doesn't exceed the combined capacities you will be good to use it on a horse trailer.

You will want to use a Americana Metal, Bolt-In Valve Stem item # AM20906 for each wheel.

In order to determine the torque rating for the lug nuts on your trailer you will need to know check out the chart I attached that shows all of the torque specs for all the trailer lugs available based on stud size, wheel material and wheel size.
