Recommended Bike Rack Cargo Carrier Combo

Question:

I’m not big on the latest style of hitch bike racks in which the wheel stays on the bike fit in trays with a U-hook frame retainer. It’s too much flopping around for higher end bikes with expensive wheels and the hook could scratch the frame. I like skewer/fork mounted bike racks. That said, does anyone make a combination bike rack/cargo rack fork mount for stability and it won’t sit so high for hitches in which the cargo stores like a normal cargo rack and the bikes mount up higher above the cargo so you can carry both? I have looked and haven’t found anything like that at all. Thank you
