I cant find the plug in the rear drivers side jack compartment to plug the adapter into - it just isnt there, and doesnt look like it ever was there. I even took the light lense assembly off so I could have better access to the bottom of the compartment, and the plug isnt there either. Where else could they have put it, or didnt they furnish all Trackers with the plug? To say the very least Im beyond upset about this, as I need to tow a trailer ASAP, and cant legally without lighting.

It is possible that the harness can be found further forward of the jack compartment on your 2003 Chevy Tracker. You may need to remove a trim panel to gain access to it. According to the installation details linked below for reference, the 6-pin connector you need is located just forward of the jack compartment. It could have been tucked back further at some point or not placed in the common location at the factory.
If you are still unable to find the harness, you can use a hardwire kit. You will need Upgraded Circuit Protected Taillight Converter Hardwire Kit with 4 Pole End (Includes Testers), # 119178KIT. I have included a video showing a typical installation below.
