Will the sure fit xlt chrome bumper fit? Not sure the difference between xlt and standard which one is better for the 71 f100

The XLT refers to the style of the Westin bumper. I have included a diagram that shows the different bumpers to better illustrate how they are different.
Bumper # 21007-92230 will fit your 1971 Ford F-100 though you may find that the styling of bumper # 21002-92230 is a better match while # 21000-92230 is more traditional for trucks of that era.
