Can this be used in the elements, exposed on a trailer frame?

I wouldn't recommend leaving any electrical connection, including the ones made on a circuit breaker like part # PK54240PL exposed directly to the weather. Exposure to water could cause the circuit to short out.
A junction box like part # 38656 provides a excellent weatherproof place for electrical connections like joining a trailer connector such as # H20046 to the lighting and brake circuits of a trailer, but it would also work extremely well for protecting circuit breakers from the elements.
