The factory brake controller harness for your 2014 Chevy Silverado 1500 may not have the same wire colors for functions as the brake controller does. On the brake controller, white is ground, black is 12 volt power in, red is input from the brake switch, and blue is output to the trailer brakes.
You can test the factory harness by plugging it in and not attaching the brake controller. Then use a circuit tester such as # 3808 to test the wires on the factory harness. If none of them have 12 volt power then it is an issue with the vehicle.
If it does have 12 volt power then make sure it is attached to the brake controller black wire. Ground the white brake controller wire and if the controller still does not power on then there is likely an internal issue with the controller and it will need to be replaced.
If you think it is a vehicle issue then there is something that GM does that could be causing this issue. Sometimes, even on trucks that have the factory tow package, the wiring is not complete from under the dash to the power distribution box. So if the wiring isn't present then no power would be getting to the controller.
The dealer should make these connections for you if that is indeed the issue. However I should point out that I have not heard of this being an issue on the 2014 and newer models but it is possible. Also you can check the truck owners manual for all fuse/relay locations because there could be others that you can check for the tow package wiring.
