What comes with the Yakima Replacement Spine Assembly part # 8890277 that you referenced is what you see in the product picture that I attached. You would need to reuse the installation hardware from your current rack to install this on your Yakima Holdup bike rack.
For a hitch bolt you would want the part # Y8890200. For a lock for the bolt you would want part # Y07235.
This spine is designed to fit the older generation of the HoldUp manufactured through late 2012. If you have the newer Holdup you would want the part # .
