Hi Peter!

We do have a few drop down spare tire carriers available and I have all 4 of them listed below:

Roadmaster Hitch Spare Tire Mount with 2" Receiver Opening - 2" Hitches # RM-195225
Roadmaster Hitch Spare Tire Mount with 2" Receiver Opening - 2" Hitches # RM-195125
Tie Down Pivoting Spare Tire Mount - 4, 5, and 6 Lug Wheels - Galvanized Steel # TD46FR
Lippert Spare Tire Winch with Offset Cable # LC159056

The two Roadmaster options actually tilt to either side, but I still figured I would mention them. They install in the hitch on your vehicle and they have a 2" receiver on the back end as well, so you can still use your ball mount in it for towing. The # RM-195225 is basically the bigger brother to the # RM-195125.

The Tie Down and Lippert options would mount to the trailer, but the Lippert would require some customization to get it to fit. The Tie Down # TD46FR mounts to a trailers frame (see included image) and is much easier to install. Out of all the options I have listed here, it's probably the one I would go with.

Now if I completely misunderstood your question, let me know and I can see if I have some better options for you.

On that note, what are you wanting to install this carrier on?
