Hey Chuck,
Thanks for your question. Since the Tie Down Single Round Fender # TD95VR isn't designed with an integrated step, the manufacturer doesn't provide a weight capacity and is going to recommend it not be used as a step. While the fender will certainly support some weight when it's properly mounted, there's no reliable way to determine how much weight it can safely handle.
If you're specifically looking for a fender that can double as a step, something like the Tie Down Fender with Built-In Step # TD86VR would be a much better choice. Even though it's made from durable plastic, it's designed for that purpose and carries a 200-lb weight capacity.
