Hey Lou, the Victron Orion-Tr RV Converter - Isolated - DC to DC - 12V/12V - 18 Amp # VN75ZR that you referenced is designed to put out a 12.2 volts which would not be enough to charge a car battery. They typically charge more around 13.7 to 14 volts.
For something similar the part # GP95QR would be a better option as it was designed for charging batteries.
