It sure does William! Our etrailer Hitch item # e75ZR is exactly what you need for your 2023 Toyota Highlander Hybrid. This custom fit class III hitch has a 2" receiver. It comes with all necessary installation hardware required to get it setup.

I really like our etrailer Hitch item # e75ZR because of how it looks once you get it installed. The entire crosstube is concealed behind the rear bumper cover leaving only the 2" receiver and safety chain loops exposed. This not only looks better but helps with ground clearance.

I installed this on our 2023 Highlander hybrid platinum. There is a tiny bit of plastic that must be cut away. No issues installing it and we use the trunk tray and bike rack all the time.

I have a 2022 Highlander Platinum V6, as yours is a hybrid I have no idea, but if the e-trailer expert said it will fit I would run with that. clean install, very little trimming. good luck. CSM-H

The etrailer e75ZR fit on my 2023 hybrid Toyota Highlander, without any issues. Although I would not recommend it, I was able to install by myself, with the help of adjustable straps (to temporarily help hold in place, while securing the bolts).
