Will the 40” fairing fit under my existing Yakima cargo carrier on my 2019 RAV Hybrid? My goal is to reduce road noise.

Yes, it will Jerry and thanks for the pics. The 40" long Yakima WindShield Fairing item # Y05017 will indeed work with your current setup. It's going to attach directly to your flush bars, with the included clamps and sit between your RAV-4's roof and the bottom of your cargo box. The 40" width is the perfect size as well.
The item # Y05017 will help with the air going between your roof and the cargo box by pushing it to the sides. However, you may get a whistling sound because you're creating a smaller gap for the air to travel through beneath your cargo box. The aerodynamic shape of your Yakima box pushes air underneath it.
Fairings like item # Y05017 work better with roof baskets and other accessories like the item # INA952 you purchased. Basically, you're really going to notice the fairing helping with wind noise when you don't have the cargo box on your roof.
