Good question Ric!
The etrailer High-Performance Brake Winch - Dual Handle - 1,500 lbs # e46MV has a dual handle for ease of use. Basically you can crank the jack from either side, or you can use both hands at the same time to make it a little easier on yourself and get more leverage. It's not a necessity but more of a convenience for users.
If you need a strap, since it's not included in this kit, you can use Hand Winch Strap with Safety Hook, 2" Wide x 25' Long - 4,000 lbs. # DL24249.
What trailer is this going on?
