Hey Phil! The etrailer Trailer Hitch Receiver # e73ZR will fit your 2021 Jeep Cherokee. This is a Class III hitch with a 2" receiver and a bolt-on installation. It has a max gross trailer weight of 4,500 lbs and tongue weight of 675 lbs to handle your bike rack and trailer.
Since you plan on towing you will also need wiring. The T-One Vehicle Wiring Harness # 118779 plugs into the connection points behind your tail lights and then a hot lead will run to your battery. This will provide you with a 4-way to power your trailer's signal lights. You will also need a ball mount like the # e66PR.
